concluded that the growing gaps in educational achievement between
the USA (graduates) and the industrialized nations, "impose the
economic equivalent of a permanent recession -- one substantially
larger than the deep recession the country is currently experiencing."

A 2013 International Report has U.S. Universities collectively ranked #14. That  judgment is a bit harsh. Of America's 3,600+ BA-BS, MS, PhD colleges and universities, the U.S. Top 600 can hold their own in any international comparison. The problem is -- some states, like Florida, may not have any of their Higher-Ed schools ranked in the U.S. Top 600. These states will have "untrainable" workforces and Third-World local economies in the 21st Century. As Florida does now!

            workforce and the school's community is responsible

                       U.S. Schooling needs to become part of the solution...

In 2000, the American workforce shifted from
traditional "direct" labor skills to 21st Century "indirect"
labor skills -- "Tech-sTem" is now between "producers"
and their products/services.
• U.S. schooling must become a part of the "solution" by
    recognizing, respecting, and initiating the perspectives 
    and practices of the only globally competitive industry 
    in the USA today -- sTem-driven "hi-tech" from Silicon
    Valley, California. Hi-tech and Cal Ag are the only
    Industries which have developed and are systematically
    applying strategies based on Scientific Principles (a.k.a.,
    Tech-sTem) to their products and services.
• Applying sTem-driven to America's K-16 schooling
   is relatively simple and extremely cost effective. U.S.
   "educators" need to add three new concepts to
   their perspectives and practices:
   1) THEMEs (not Disciplines, academic or physical).
   2) Collaborate, corroborate, coordinate (not indoctrinate).
   3) Tech-sTem Aptitude Testing (Grades 11-12).
• Scholastic Engineering LLC offers the "Why?", 
   "What?" and "How-to?" build "schooling" that can
   restore "Made in America" to its proper place --
   reflecting America's Promise -- "Securing the
   Blessings of Liberty to ourselves and our Posterity."

 

 
            Replacing America's Failing Schools with -- What?

      Schooling is -- What is it you want students and

        Improving student progress and achievement in
      U.S. Schools requires --
      1) Replacing today's "Pedagogical Processes" with
          science-based Learning Tools, Skills and Procedures
          that are supported by Nobel Prize and National
          Science Awards in Physiology and Medicine =
          a.k.a., sTem-based schooling.

2)  Replacing school "administration" with school
     "management". Specifically, the implementation
     of Enterprise Workflow Management that built 
     America by "managing to get things done".
3) Replacing Educational Pedagogy with "Scholastic
     Engineering" that can convert Discipline-driven
     schooling into sTem-driven schooling.
4) Adding sTem-driven schooling can reduce the
    cost of K-12 schooling by up to 40%, allowing for
     expanding services without increasing a school
     district's bottom line.



All students can benefit from sTem-driven schooling and begin to move toward productive employment in the 21st Century's Tech-sTem driven global economy. However, only 40% of the U.S. workforce will need to be tech-trainable. To be or not to be -- tech-trainable -- is a physiology question (a.k.a., Aptitude). An individual's APTITUDE for tech-trainability is based on their Cerebral Cortex's left vs. right brain-balance (The Human CPU).
Students can help themselves. Schools don't become tech-trainable -- students do. Early participants will get the best jobs. There is now a sTem-based test available for identifying brain-balance as it dictates each individual's aptitude for productive participation in Tech-sTem-driven industries. The jobs are there now. However, don't waste your time if "tech" is not your game.

The most efficient and effective way to fix America's K-16
failing schools is -- one sTemPrep K-12 Cluster at a time.
A sTemPrep K-12 Cluster is comprised of one senior high
school and all of the feeder schools in the senior high
school's attendance area.
There are no special schools or special schooling programs
in a sTemPrep K-12 Cluster. sTem-driven schooling
accommodates each individual student's Learn/Think/Can-Do
differences.
sTem-driven schooling that will produce tech-trainable
graduates has very different "Processes" than what is going
on in America's K-16 schools today, while using the same
